<p><span data-contrast="none"><br />RESISTIRÉ research has shown that crisis is best approached as a continuum, with the need to prepare ‘before’ the crisis, to respond effectively ‘during’ the peak manifestation of the crisis, and to follow the ‘afterlife’ of the crisis. <p><span data-contrast="none">Our research findings suggest that grassroots civil society organizations are often more agile to respond quickly to unmet needs, often in innovative ways. As Europe and the world face multiple crises and disasters (health, war, energy, food security, environmental degradation, drought, fires, earthquakes, gender-based violence), it has become all the more imperative to design funding schemes that support CSO resilience and enable creative and effective civic responses to crises. This requires a shift in funding schemes towards transformative, participatory, flexible, long-term, capacity-building core funding.</span><span data-ccp-props="{&quot;134245417&quot;:false,&quot;201341983&quot;:0,&quot;335559737&quot;:370,&quot;335559739&quot;:0,&quot;335559740&quot;:276}"> </span></p>

				<div class="et_pb_text_inner"><p><strong>Older people&#8217;s rights are regularly undermined and that has been exacerbated during the Covid-19 pandemic.</strong> Safeguarding their rights and dignity is essential. The self-determination and autonomy of older people should be ensured everywhere (in care, on the street, in the family, etc.) and should not be limited by a paternalistic vision: older people should be supported to take their own decisions. In particular, the pandemic has shown that based on the assumption that older people should be protected, it has been decided for them that they should not “take risks”, e.g., by taking care of their grandchildren, going shopping, or meeting other residents of the nursing home.</p>

<h2>Raising awareness through the &#8220;Right(s) now!&#8221; game</h2>
<p>These cards are based on the observation that older people are not sufficiently aware of their rights, as well as those who feel responsible for protecting them.</p>
<p>Against this background, <strong>the RESISTIRÉ project has developed a game based on postcards, to raise awareness among different groups (older people, professionals in the care sector, people in charge of safeguarding rights, young students) on the human rights of older people, how to access support, and how to prevent situations like those observed during the pandemic from happening in the future, even in the absence of crises.</strong></p>

<h3>How does it work?</h3>
<p>Each postcard has two sides:</p>
<p>1. The <strong>front side presents an emotion</strong> together with an image and the question “Who am I?”. This is intended to spark the discussion, where players can engage in guesswork.</p>
<p>2. The <strong>back side contains a narrative</strong> that describes a particular experience associated with the clues provided in the front side of the card. This is followed by a list of facts leading to the violation of the rights and freedoms of older people during the Covid-19 pandemic. Drawing on this information, this second part of this game consists in:</p>
<ul>
<li><strong>discussing the specific rights and freedoms being breached</strong> in relation to the particular case being presented, based on information provided in a QR code inserted in the back side of the card;</li>
<li><strong>discussing how this situation could be prevented</strong> in the future.</li>
</ul>

<h3>What next?</h3>
<p><strong>The &#8220;Right(s) now!&#8221; game cards can be printed out by anyone and can be used, for example, for a discussion in a nursing home, as a side activity of a senior activity, or as a resource in an educational context. </strong>The game can be further developed to be adapted for use in different contexts and for different target groups e.g., in the training of the police, social workers, nurses, help-carers, etc.</p>

<p>Mary Harkin is Policy, Research and Evaluation Manager in Age and Opportunity, the national agency seeking to challenge ageism and increase participation of older people in the areas of in the areas of arts, sport and physical activity, lifelong learning and civic engagement.   Age &amp; Opportunity’s research and evaluation output has made an important contribution to the understanding of how to increase participation of older people in Irish society and inform government policies, actions and communications to this end.  Mary has worked with many universities and researchers on research projects that are of interest to older people and has established a PPI group of older persons to engage with and advise researchers on projects relevant to the work of Age &amp; Opportunity.</p>
<h4><span data-contrast="none"><strong><img loading="lazy" decoding="async" class="wp-image-9949  alignleft" src="https://resistire-project.eu/wp-content/uploads/2023/08/4-1024x1024.png" alt="" width="175" height="175" /></strong><br />Alice Delerue Matos (Institute of Social Sciences, University of Minho, Portugal) </span></h4>
<p>Alice Delerue Matos, PhD, is an Associate Professor in the Department of Sociology at the Institute of Social Sciences, University of Minho, Portugal. Throughout her career, she has actively contributed to various academic organizations, including the International Association of French-Speaking Sociologists, the Portuguese Sociological Association, and the Portuguese Demographic Association, where she has held board or scientific coordination positions. Her research primarily focuses on the Sociology of Aging and Demography, areas in which she has served as a principal investigator or scientific advisor for numerous research projects, such as SHARE-Portugal, under her coordination for more than a decade. Her research was funded by esteemed institutions such as the European Commission, Foundation for Science and Technology (FCT), Calouste Gulbenkian Foundation, Erasmus+, POI SE, and MSD. Alice Delerue Matos has authored and co-authored over one hundred ISI articles and book chapters in collaboration with international research teams. She was honoured with the Teaching Merit Award by the University of Minho. Additionally, three of her intervention research projects have received Good Practice Awards.</p>

<p>Bibiana Savin is the Case Management &amp; Support (Asst. CEO) with Sage Advocacy, an organisation that provides independent advocacy and support services to older people, vulnerable adults, and healthcare patients.  Bibiana has social work, sociology, business studies, and advocacy qualification and holds a Master of Social Science (Human Rights and Social Policy) from Maynooth University.  She completed additional training in Leading Strategic Projects Programme with Saïd Business School, and DIPEx International Accreditation with Nuffield Department of Primary Care Health Sciences, University of Oxford.  Bibiana is a Patient and Public Interest (PPI) Representative on a number of national forums such as the National Office for Clinical Audit, HSE Patient &amp; Service User Forum, and the Emergency Department Taskforce. She is a member of the HSE Assisted Decision Making Transitional Oversight Group and the HSE Mental Health Engagement &amp; Recovery Subgroup for Sharing the Vision Recommendation 65 Project.  Bibiana is also a member of the Irish Gerontological Society Executive Committee.</p>

<p>Colin Scott works for Hourglass, the UK’s only charity dedicated to calling time on the harm, abuse and exploitation of older people, and promoting safer ageing for all.  Hourglass operates a free-to-call*, 24/7 helpline that is free to use from a UK landline or mobile, and delivers 1-1 support to older victim-survivors aged 60 and over.  Colin is responsible for service delivery in Scotland and Northern Ireland, and started working with Hourglass days before the UK’s first national COVID lockdown in March 2020.</p>

<p style="text-align: justify;">Quickly after being identified as a public health emergency, it was clear that the COVID-19 pandemic affected us not only in terms of infections and deaths, but it also impacted many other health-related aspects of our lives.</p>
<p style="text-align: justify;">With the last of the Research Agenda webinar series, RESISTIRÉ invites experts to reflect on some of the knowledge gaps in the field of health inequalities identified during the research done in the past two years. Aware that the project cannot cover all the research needs linked to the impact of  the pandemic and associated policies on health inequalities, we aim to bring these research gaps to the attention of other stakeholders who are interested in bringing them forward. In particular, we call for more intersectional research on this topic, as well as further investigation of the long-term impacts on health and health inequalities.</p>
<h3 style="text-align: justify;">Outline</h3>
<p><span>The webinar starts with a presentation of RESISTIRÉ’s research agenda on health inequalities and on intersectional data collection and analysis – outlining the identified knowledge gaps and research questions related to these topics – followed by each of the panellists’ reactions, a discussion moderated by our partner Sciensano and questions from the audience.</span></p>

<h3>RESISTIRE&#8217;s outputs related to health inequalities</h3>
<p>RESISTIRE has identified knowledge gaps and research questions on health inequalities in its <a href="https://zenodo.org/record/8114395">Agenda for Future Research</a> from its 3rd research cycle and on intersectional data collection and analysis in its <a href="https://zenodo.org/record/7043345#.Y-IcTK3MJPY">Agenda for Future Research</a> from 2nd cycle. <span>These findings allow us to support further research aimed at improving the development and implementation of crisis-related policies/responses considering their impacts on vulnerable groups and (pre-)existing inequalities, more specifically covering the following domains: </span></p>
<ul>
<li><span>Long-term and intersectional effects on mental health;</span></li>
<li><span>Unequal access to sexual and reproductive health;</span></li>
<li><span>Access to preventive resources for physical and mental health;</span></li>
<li><span>Institutional support and interconnections between civil societies and professionals;</span></li>
<li>Digital literacy and health;</li>
<li>Gaps in intersectional data and in intersectional analysis</li>
</ul>
<p>RESISTIRÉ&#8217;s factsheet on the need for <a href="https://zenodo.org/record/8056235#.ZJB1vnaUe5c">“More Intersectional data”</a> also provides recommendations on how this can be applied to the field of health inequalities.</p>

				<div class="et_pb_text_inner"><p>RESISTIRÉ partner Adam Brandstetter-Kunc presented the project&#8217;s key findings at the final stakeholder conference organised by <a href="https://www.heros-project.eu/" target="_blank" rel="noopener">HERoS</a> on 25 May 2023 in Gdansk, Poland.</p>
<p>RESISTIRÉ&#8217;s framework and methodology were introduced before showcasing examples of innovative solutions developed throughout the project, such as the <a href="https://resistire-project.eu/recommendations/">production of factsheets</a> and the <a href="https://resistire-project.eu/resistires-pilot-projects/">launch of pilot projects.</a> The presentation then focused on RESISTIRÉ&#8217;s findings regarding the missing perspective of women in National Recovery and Resilience Plans, a topic we have covered in <a href="https://resistire-project.eu/project-news/tackling-gender-inequality-through-national-recovery-plans-ambition-without-concrete-solutions/" target="_blank" rel="noopener">a report</a> and <a href="https://zenodo.org/record/7043342#.ZKKkZXaUe5c" target="_blank" rel="noopener">recommendations to policymakers</a>.</p>
<p>The conference, titled <a href="https://www.heros-project.eu/heros-final-stakeholder-conference/" target="_blank" rel="noopener">Health Emergency Response in Interconnected Systems</a>, highlighted findings of the HERoS project based on research conducted between 2020 and 2023 in the context of the COVID-19 crisis to improve pandemic responses.</p></div>

				<div class="et_pb_text_inner"><p>During the pandemic, policies had considerable impact on vulnerable people, exacerbating existing inequalities. Civil society organisations (CSOs) were quick to react to this situation, providing strategies and concrete measures to mitigate their effect. In its third cycle of qualitative research, RESISTIRE has identified and analysed a set of initiatives carried out by civil society during the pandemic that proved to be effective in mitigating gender and other inequalities.</p>
<p>&#8211; <strong>mapping of 128 CSO initiatives</strong> representing promising practices of support provision to meet the needs of vulnerable people during the pandemic.</p>
<p><strong>&#8211; desk research and semi-structured interviews with representatives of 31 selected initiatives for further analysis</strong>. The data were generated by 30 partners and national researchers representing each country considered by the project.</p>
<h2><strong>Key learnings from CSOs during the pandemic</strong></h2>
<p>During the Covid-19 pandemic, CSOs were exemplar in navigating the challenges and in offering their support to vulnerable people. How did they manage? Here are a few features and actions identified in our report:</p>
<ol>
<li><strong>To respond quickly to the crisis situation,</strong> <strong>CSOs used good improvisational skills</strong>: this ability was the product of the tension between experience and creativity, and the result of reflexivity within organisations and attention to volunteers and staff skills and autonomy.</li>
<li><strong>Mutual trust was the backbone on which the CSOs’ activities were built:</strong></li>
</ol>
<ul>
<li>Empathy and trust with users and beneficiaries, considered as agents of their own change, and supported through tailored responses that reflect the differences between people;</li>
<li>Trust among the initiative’s participants, with attention paid to the well-being of staff and/or volunteers and with the engagement of all actors in defining processes;</li>
<li>Communication activities that build trust and awareness with the general public, mobilising people, creating solidarity, changing perspectives on vulnerabilities;</li>
<li>Mutual trust with other public and private organisations in order to create collaborations that allow the sharing of knowledge and resources.</li>
</ul>
<ol start="3">
<li><strong>A continuous process of networking:</strong></li>
</ol>
<ul>
<li>Connections built before the crisis proved to be fundamental for responding quickly to the crisis;</li>
<li>The mobilisation of volunteers and solidarity, as well as building on existent alliances between CSOs, was one of the main solutions for filling in the gaps left by the public authorities;</li>
<li>Many CSOs underscored the attention they paid to providing support also to those in need who are usually ‘hard to reach’ and building connections with gatekeepers; consequently, taking these people into account was also important when monitoring an initiative’s results;</li>
<li>A strong effort was observed to improve the ability of fundraising.</li>
</ul>
<ol start="4">
<li><strong>Attention to diversity and the use of an</strong> <strong>intersectional approach</strong> not only in relation to users but also within the CSOs themselves.</li>
</ol>
<h3><strong></strong></h3>
<h2><strong>CSOs&#8217; institutional framework</strong></h2>
<p>Organisations’ specific institutional frameworks had a strong influence in these dynamics:</p>
<ol>
<li style="list-style-type: none;">
<ol>
<li>Less bureaucracy and resistance to change in the context of the pandemic crisis <strong>allowed many CSOs to test innovative solutions.</strong></li>
<li>The pandemic showed how it is possible and <strong>necessary to increase funding from public authorities to CSOs.</strong></li>
<li>Public authorities in many cases recognised the <strong>fundamental intermediary role</strong> that the CSOs performed during the pandemic by their greater predisposition to collaborate with them. However, there are also various cases where these collaborations were not possible or where the public authorities hindered the work of CSOs.</li>
</ol>
</li>
</ol>
<h3><strong></strong></h3>
<h2><strong>Recommendations for decision-makers</strong></h2>
<p>Based on the empirical mapping and on the analysis of the initiatives, key recommendations for decision-makers include:</p>
<ol>
<li style="list-style-type: none;">
<ol>
<li>To become sustainable both economically and over time, <strong>CSOs need to be able to count on secure, sufficient, and long-term forms of funding</strong> from public authorities that allow for <strong>long-term planning</strong>.
</li>
<li>The need to change the framework from emergency intervention to prevention, with the introduction of <strong>policies that structurally address long-lasting issues </strong>such as poverty, housing, healthcare, etc.
</li>
<li>When dealing with issues that impact gender and other inequalities, it is essential that CSOs that interact with the particular vulnerable groups <strong>participate in the policy-making processes</strong> in order to include first-hand experience of what is happening in the field.
</li>
<li>If new policies creating restrictions on freedom of movement are needed in the future, the severity of their social consequences, including in the long-term, must be given greater consideration in their design process through <strong>specific impact assessments</strong>.
</li>
<li>When taking the decision to close or suspend a public service (e.g. school), it is essential to <strong>consider the secondary and long-term consequences of such an action</strong> (e.g. the decreased possibility of detecting domestic violence with online schooling).</li>
</ol>

				<div class="et_pb_text_inner"><p>During the Covid-19 pandemic, bullying, harassment, violence, verbal abuse, verbal threats, or unwanted sexual attention remained part of many workers’ day-to-day life. The <a href="https://www.eurofound.europa.eu/surveys/2021/european-working-conditions-telephone-survey-2021">2021 European Working Conditions Telephone Survey (EWCTS)</a> data show that 12.5% of workers in the EU experienced some form of adverse social behaviour. The share of women experiencing adverse social behaviour at work was consistently higher than that of men. In her presentation, Viginta will look at adverse social behaviours by age groups, presence of customers, place of work, by country, and for specific sectors and occupations. Exposure to adverse social behaviour at work is also linked to negative health outcomes, as well as job demands and resources. Sofia will present the importance of a gender+ framework when analysing inequalities, based on findings from two European-funded projects: <a href="https://unisafe-gbv.eu/">UniSAFE</a> and <a href="https://resistire-project.eu/">RESISTIRÉ</a>. She will demonstrate how gender-based violence is highly prevalent among staff and students across European research performing organisations, and how its increase is related to inequalities in other domains (e.g. work, economy). She will also discuss the organisational context of violence, based on UniSAFE’s research.</p>

<h4>Keynote speakers</h4>
<p><img loading="lazy" decoding="async" class="wp-image-7989 alignleft size-thumbnail" src="https://resistire-project.eu/wp-content/uploads/2023/02/Portrait-frame1-150x150.png" alt="" width="155" height="155" /><br /><strong>Dr Viginta Ivaškaitė-Tamošiūnė</strong> is a research officer in the Working Life unit at Eurofound, Ireland. She is involved in projects investigating working conditions in Europe based on the European Working Conditions Survey. More specifically, she focuses on paid and unpaid working time, well-being, gender segregation, adverse social behaviour at work, psychosocial risks, minimum wages. Before joining Eurofound in 2022, she worked as an economic analyst at the Joint Research Centre of the European Commission and carried out cross-country research to support fiscal policy development in the EU. She also worked as a researcher at the European Institute for Gender Equality (EIGE), the Lithuanian Social Research Centre and as a lecturer at Vilnius University. Her other research interests include income inequality, poverty, gender equality, as well as fiscal and social policy. Viginta holds an MA in Social Policy and a PhD in Social Sciences (Sociology) from Vilnius University. She was a visiting researcher at the University of Antwerp, Stockholm University and the University of Essex.</p>

<p><strong>Dr Sofia Strid</strong> is Associate Professor in Gender Studies at Örebro University, and from April 2022 also holds a position as Senior Lecturer in Sociology, Gothenburg University. Her research interests are oriented towards the social and political sciences and can be summarised as: 1) feminist and social theory; 2) politics and policy, mobilisation, activism and opposition; 3) gendered and intersectional perspectives on sustainability; and 4) feminist violence studies, in online/offline contexts. She applies both qualitative and quantitative methods. Sofia Strid co-directs the three-university <a href="https://www.gexcel.org/">GEXcel International Collegium for Advanced Transdisciplinary Gender Studies </a>with Senior Professor Liisa Husu, and chairs two research strands within the field Gender, Violence &amp; Society. Sofia Strid also directs the <a href="https://www.oru.se/english/research/research-environments/hs/cvs/">Centre for Violence Studies</a>, together with Dr Susanne Strand, Associate Professor in Criminology, and leads the research group Feminist Violence Studies. Sofia Strid&#8217;s research has been funded by the European Commission, the European Parliament, the European Institute for Gender Equality, the Swedish Research Council and FORTE.</p></div>

				<div class="et_pb_text_inner"><p> In a crisis situation such as the recent pandemic, digital technology can mitigate or even solve many challenges. However, at the same time, the ever-growing importance of the internet and its dynamic spread into the physical and social world are developments that have created new risks of experiencing digital violence and abuse. <strong>There is a striking lack of mechanisms – both on the European and national levels – for the prevention of online violence. Furthermore, there is a lack of accountability that persists at the level of tech companies and social media platforms, with no real consequences for facilitating widespread online abuse and harassment.</strong> Continuously increasing incidences of digital gender-based violence calls for raising the issue to a more prominent position.</p>

<p>During this webinar, we look at the gendered impact of COVID-19 on online safety. We discuss how to efficiently combat online abuse, reflect upon the prerequisites for creating safe digital spaces for everyone and listen to inspiring examples of good practices.</p>

<p>Hera is the Founder and CEO of <a href="https://www.chayn.co/">CHAYN</a> &#8211; a global nonprofit that creates resources on the web to address gender-based violence. Chayn’s multi-lingual resources, designed with not for survivors, have reached more than 500 000 people. Raised in Pakistan and living in the UK, Hera knew from early on she wanted to tackle violence against women. She believes in using the power of open source technology, trauma-informed design and hope-filled framing to solve the world&#8217;s pressing issues. Hera was on the Forbes 30 Under 30 and MIT Technology Review’s Innovators Under 35 list.</p>

<h4><strong style="font-size: 18px;"><br />Shanley Clemot McLaren</strong></h4>

<p>Shanley is the co-founder and co-president of the NGO <a href="https://www.instagram.com/stopfisha/?hl=en">StopFisha</a>, which fights against cybersexism and sexist and sexual cyberviolence in France and across boarders. “#StopFisha” was created when Shanley witnessed a surge of image based sexual abuse during the April 2020 lockdown and many people from all parts of France joined the fight. StopFisha is now recognised as a NGO, with 12 co-founders and more than 70 members. Last year, they published a book <em>Association Stop Fisha : Combattre le cybersexisme</em> and continue working on: 1) Actively reporting accounts 2) Prevention and raising awareness 3) Supporting victims with the help of psychiatrists and our lawyer 4) Lobbying for effective policies.</p>

<h4><strong style="font-size: 18px;">Gabriela de Oliveira</strong></h4>

<p>Gabriela is Head of Policy Research and Campaigns at <a href="https://glitchcharity.co.uk/">Glitch</a>, a charity based in the UK working towards ending online abuse. Gabriela&#8217;s work focusses on the experiences of Black women and other marginalised groups. She has a keen interest in participatory approaches to policy, design and research work, given the power of these approaches to put equity and ethics at the heart of her work. The current EU policy around cyber-violence and AI are key to Gabriela&#8217;s role as well as working on current legislation of the Online Safety Bill in the UK. Gabriela has almost a decade&#8217;s experience working in the non-profit sector and speaks English, French, Portuguese and some Spanish, meaning she&#8217;s always looking to collaborate across borders where possible.</p>

				<div class="et_pb_text_inner"><p><span data-contrast="auto">The aim of RESISTIRÉ is to </span><b><span data-contrast="auto">understand the social, economic, political, and environmental impacts of the COVID-19 outbreak and its policy responses on existing inequalities</span></b><span data-contrast="auto"> and to work towards individual and societal resilience. The results of the project’s research activities conducted within its second cycle (December 2021-March 2022), combined with co-creation via expert discussions in Open Studios, have led to the development of three <a href="https://doi.org/10.5281/zenodo.6913328" target="_blank" rel="noopener">Solutions Outputs</a>:<strong> Operational Recommendations</strong>, <strong>Pilot Projects</strong> and an <strong>Agenda for Future Research</strong>.</span></p>
<p><span data-contrast="auto">Part of the design of the RESISTIRÉ project is to take into account that </span><b><span data-contrast="auto">doing research does not only involve finding solutions, but also identifying unanswered questions</span></b><span data-contrast="auto">. Conscious that the project can never cover all the research needs linked to the impact of the COVID-19 pandemic and associated policies on inequalities, the project identifies research needs and develops a research agenda for those that cannot be covered within the project.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}"> </span></p>
<p>This document presents the research agenda for six areas that were identified during both the first and second cycles of the project:</p>
<ul>

<h3><strong>inclusive recovery,</strong></h3>
</li>
<li>
<h3><strong>intersectional data collection and analysis,</strong></h3>
</li>
<li>
<h3><strong>care,</strong></h3>
</li>
<li>
<h3><strong>work and employment,</strong></h3>
</li>
<li>
<h3><strong>education,</strong></h3>
</li>
<li>
<h3><strong>gender-based violence</strong>.</h3>
</li>
</ul>
<p>For each domain, findings from the second cycle are provided, as well as knowledge gaps identified based on the empirical data collection and analysis, and potential research questions.</p></div>
